“Extra Challenge: Passport Renewal at the DFA, Part 2?
As I walked closer to my target, the gate 2 of DFA, I began to see a crowd of people. I stopped in front of the gate and asked someone if indeed it was gate 2. After hearing from the guy the confirmation that indeed I was already in front of my target, I went closer to a guard manning the gate. I proudly told him I have an 11:00 a.m. appointment for my passport renewal which I got through the DFA website at the internet. Very casually, the guard told me to fall in line and follow the flow of the people that have to go through a normal security check of their belongings if they carry bombs or guns. I followed the guard’s order, anyway it is just like getting into a mall, I have to go through it.
After going through the line for security check, I noticed that the number people is getting bigger inside. I asked another guard where am I suppose to go for my 11:00 a.m. appointment for my passport renewal, again proudly telling him that I got the appointment through the DFA website at the internet. The guard with the same cold answer as that of the guard at the security check entrance pointed to me to another line of people, this time it was a long circuitous line, and told me follow the line. Hesitantly, I answered back emphasizing to him that I got an appointment for 11:00 a.m. through the DFA website at the internet and that it was only 10:30 a.m. how could I be falling into a long line. The guard coldly responded in a more stern manner, reaffirming that it is the line for those with an 11:00 appointment. As I followed the guard’s instruction, I continued to be in a denial stage, telling myself that there must be mistake at that point, I thought I must be in a wrong line. I asked the man in front of me if just like me, he had an 11:00 a.m. appointment for passport renewal. The man nodded. Following that second circuitous line took me about 20 minutes until I was able to get inside a hall.
Inside that hall, I again asked another guard where am I suppose to proceed for my 11:00 a.m. appointment for my passport renewal. He pointed me to another long line of people, this time however, I estimated about 200 people in a double line forming a letter U shape. After reaching a certain point, I was able to take a seat in a line of monobloc plastic benches. Since the line was slow moving, I asked a fat boy next to me if he also got an appointment for 11:00 a.m. from the DFA website at the internet. I did not understand his answer because he told me that he did not get his appointment from the DFA website at the internet but from the DFA itself. He explained that he fall in line the other day to get an appointment for today. I asked an elderly woman behind me the same question I asked the fat boy. The woman just like me got his appointment from the DFA website in the internet. I young lady with dyed blond hair, joined our small talk and told us that it was her third day to be at the DFA. Last week she came and fall in line to get the application form for new passport. She returned for the second time and fall in line to get an appointment. Having got the appointment, she was with us for her third time at the DFA!
I then realized that my line is for everybody who got an appointment for a 05 March 11:00 a.m. to 12 noon from two means: from the DFA website at the internet and from the personally falling in line at the DFA itself. At this point, I texted my friend from the DFA and asked for her assistance. I told her I was so disgusted because what was said in the DFA website is not true. I thought that I would not fall in line but after one hour I had already fall in line three times. My friend texted back that she was not at the DFA at that time and would be at her DFA office only after lunch. She told me, if I want I could leave the line and go to the second floor where the Courtesy Lane is. As a government employee I would be entertained at the Courtesy Lane according to her. But I did not leave the line anymore be
I am surprised. I’ve always looked at the DFA as one of the more efficient bodies of the govt. But perhaps the DFA is simply understaffed and/or they schedule people without considering what they can handle in any given time. This is typical: Everybody gets scheduled for 11:00 a.m. (Egay, you should have asked them whether that was a.m. or p.m.) I also recognize those stone-faced, curt security guards who seem to bask in their uniforms and firearms. Pagpasiensyahan mo na; the Chinese have a saying: “When a fly is on top of a horse, the fly thinks he is taller than the horse.” Also they are probably underpaid. Perhaps you can gently suggest to the DFA to make one of their staff to join the pila of the hundreds of people who were told to come in all at the same time, Better yet, starting with the Minister of the DFA himself. Perhaps the DFA should be made to facilitate the passport appications of those bound for Saudi Arabia and the like. These kababayans, they should be reminded, remit billions of pesos to the Philippines, taxes from which pay for their salaries.
In the meantime, you could use the waiting time in the pila with solving crossword puzzles, meditating or reading a novel.
I hope that by today, you would have had your passport renewed. Why can’t they have passport renewals done by mail, like in most other countries?
